Consideration of a motion to approve Resolution 2026-02: A Resolution to award a contract to Gilbert & Associates to provide Grant Writing and Administrative Services for the 2026 Community Development Block Grant.

Staff recommends approval of the award of a contract to Gilbert & Associates to provide grant writing and administration services for the 2026 Community Development Block Grant

In response to the needs of residents lacking adequate fire protection and needing significant road improvements in the Church Street and Roundtree Street areas, staff has evaluated Request for Qualifications in order to submit for a Community Development Block Grant. Separate engineering will be completed based on funding from both Stormwater and Water/Sewer funds, and will be considered under the contract for engineering services.

$6,375 for submission from Planning Budget. If awarded, 7% of grant award for administration of the grant.

Approved unanimously.

Consideration of a motion to approve Resolution 2026-03: A Resolution to award a contract to Parker Engineering, LLC to provide engineering services for the 2026 Community Development Block Grant (CDBG). The project will be funded by CDBG funds and 2025 SPLOST funds for the local match.

Staff solicited a Request for Qualifications and Proposals for professional engineering design services for the FY 2026 CDBG application from December 9, 2025 to January 12, 2026. A total of four responses were received. Staff scored the responses based on criteria listed in the solicitation. As a result of the evaluations, staff selected Parker Engineering, LLC. for the project. Parker has completed numerous design contracts for CDBG projects, including some projects for the City of Statesboro. The proposed project includes utility, drainage, and sidewalk improvements to Roundtree Street and Church Street. The contract would include a Preliminary Engineering Report (PER) for the application as well as design and construction administration services.

Staff proposes to apply for CDBG funding (estimated at $1,000,000) for the project. The required match of 10% is $100,000. STM-24 has $375,000 in SPLOST funds budgeted for FY 2026. Water/Sewer is also proposing $500,000 in SPLOST funds for FY 2027. Parker’s proposal has no fee for the PER, and a fee of 11% of the construction estimate for engineering and construction administration services.

Engineering staff recommends approval of the award of a contract with Parker Engineering, LLC to provide engineering design services for the proposed FY 2026 CDBG project for Roundtree Street and Church Street under STM-24.

Approved unanimously.

Consideration of a motion to approve Resolution 2026-04: A Resolution accepting the street rights of way of Lakeview Pines Way and a portion of Shortleaf Way within the Lakeview Pines Subdivision Phase 1 as public streets to be owned and maintained by the City of Statesboro.

In June 2023, the Statesboro City Council approved the annexation and zoning changes for the Lakeview Pines subdivision on Lakeview Road, which initiated subsequent infrastructure developments, including road construction. Proof rolls were completed for curb and gutter, subgrade and GAB during road construction between June 2025 and December 2025. These roadway sections have a combined length of 0.36 miles. The developer now desires to dedicate these roads, Lakeview Pines Way and Shortleaf Way, to the City of Statesboro.

The City of Statesboro will maintain the roadway and limits of right-of-way. No funds will be required in FY 2026.

Staff recommends approval of the road and right-of-way dedications for Lakeview Pines Subdivision. Request consideration of a motion for Council to authorize the Mayor to execute the attached resolution authorizing the Mayor to accept the roads and rights-of-way on behalf of the City of Statesboro.

Approved unanimously.

Consideration of a motion to approve Resolution 2026-05: A Resolution accepting the street rights of way of Corral Court, Longhorn Court, Cowbell Circle, Timber Road, Pasture Lane, and Haystack Hollow within the Stockyard West Subdivision Phases 1 and 2, as public streets to be owned and maintained by the City of Statesboro.

In November 2023, the Statesboro City Council approved a preliminary plat for the Stockyard West Subdivision on Stockyard Road, which initiated subsequent infrastructure developments, including road construction. Inspections on the road construction were completed for subgrade and GAB in 2025. The developer now desires to dedicate these roads, Corral Court, Longhorn Court, Cowbell Circle, Timber Road, Pasture Lane, and Haystack Hollow to the City of Statesboro. Acceptable completion and warranty bonds have been provided by the developer.

The City of Statesboro will maintain the roadway and limits of right-of-way. No funds will be required in FY2026.

Staff recommends approval of the road and right-of-way dedications for Stockyard West Subdivision Phases 1 and 2. Staff requests consideration of a motion for Council to authorize the Mayor to execute the attached resolution authorizing the Mayor to accept the roads and rights of-way on behalf of the City of Statesboro.

Approved unanimously.

Consideration of a motion to approve Resolution 2026-06: A resolution to adopt the first amendment to the City of Statesboro Schedule of Rates, Fees, and Fines for Fiscal Year 2026.

The City has adopted an ordinance for Special Service Districts. An Application Fee of $100 plus $1 per lot is being proposed for review of the applications. The City’s Waste Water Treatment Plant is proposing a fee of $125 per 1000 gallons to accept waste from Septic Tank Haulers.

Approved unanimously.

Consideration of a motion to approve a joint Resolution of the Mayor and Council of the City of Statesboro, Georgia and the Board of Commissioners of Bulloch County, Georgia to request their local legislative delegation in the General Assembly of Georgia to take necessary action to provide funding to assist in extending the City of Statesboro’s water and sewer system to the Statesboro-Bulloch County Airport; to repeal prior conflicting resolutions or ordinances; to establish an effective date; and for other purposes.

Currently the airport is not served by City utilities. Having water and sewer at the airport will enable and encourage economic growth

Approved unanimously.

Consideration of a motion to approve the purchase of three Poligon bus stop shelters from Hasley Recreation, Inc. in the amount not to exceed $65,000.00, to be funded by 2018 TSPLOST funds under ENG-134b.

SAT continues to experience steady ridership at several high-use bus stops throughout the system. Providing adequate passenger amenities, including covered shelters, is essential to improving rider comfort, safety, and overall service quality. Initially, staff proposed the purchase of two small shelters and one large shelter, as reflected on the quote. However, after reviewing ridership patterns and on-site conditions, staff determined that a larger shelter is warranted at the Social Security Office bus stop due to consistently higher passenger volumes at that location. As a result, the proposed configuration has been revised to two large shelters and one small shelter.

The following proposed shelters and locations were selected based on ridership levels, passenger wait times, and the need for improved weather protection:

  • (2) Large Shelters (6 ft x 15 ft): Social Security Office bus stop and the Food Bank bus stop
    • Unit Price: $23,110.00 each × 2 = $46,220.00
    • Shop Drawings: $500.00
    • Freight: $1,550.00
    • Subtotal: $48,270.00
    • Sourcewell Discount: ($1,768.74)
    • Total Large Shelter Order Cost: $46,501.26
  • (1) Small Shelter (8 ft x 9 ft): Bus stop located in front of Newport Trace Apartments
    • Unit Price: $11,054.64
    • Shop Drawings: $500.00
    • Freight: $1,550.00
    • Subtotal: $13,104.64
    • Sourcewell Discount: ($1,768.74)
    • Total Small Shelter Cost: $11,335.90

The total estimated cost for for the bus shelter purchase is $57,837.16. This total remains well within
the requested authorization limit of $65,000, allowing adequate contingency for installation materials,
accessories, and site-specific requirements. Installation will be performed by the Streets Division of
Public Works.

The City of Statesboro requests authorization to spend up to $65,000 for the purchase of the three shelters, along with all necessary materials, accessories, and installation components. Funding will be from 2018 TSPLOST Funds in ENG-134b and would be procured through Sourcewell Contract #012621- PPC from Hasley Recreation, Inc. Installation will be performed by the Streets Division of Public Works.

Approved unanimously.

Consideration of a motion to approve Contract Amendment 1 with TR Long Engineering in the amount of $44,000 on the ENG-115b Blue Mile Phase 2 engineering design contract, to be funded by 2018 TSPLOST funds.

A contract with TR Long Engineering for design services on the ENG-115b Blue Mile Phase 2 project was approved by City Council on December 19, 2023. The project is a continuation of the Blue Mile roadway improvements, which include drainage, sidewalk, turn lanes at selected locations, street lighting, landscaping, utility relocations, and street paving. Phase 2 begins just north of the intersection of South Main at Fair Road, and continues north to Grady Street. The design is approximately 60% complete.

Staff initiated the proposed Contract Amendment 1, which proposes to add design work that was not included in the original contract for the design of turn lanes on West Jones Avenue and East Jones Avenue at South Main Street. Currently, there are no turn lanes on East or West Jones at South Main. The intersection experiences traffic delays associated with vehicles attempting to make left turns from East and West Jones onto South Main. Staff recommends addressing the issue as part of the Blue Mile Phase 2 project to reduce long-term overall cost by avoiding the need to reconstruct the roadway again at a later time to accommodate the turn lanes. The contract amendment includes additional surveying, roadway design, drainage design, utility relocation design, traffic signal design, GDOT permitting and coordination, and right of way plans.

Approved unanimously.

Consideration of a motion to award a contract to Cornerstone H20, LLC for the purchase of a Smith & Loveless Pista Grit Screw Conveyor in the amount of $65,747.00. This item to be purchased with funds approved in the 2026 CIP Budget, item #WTP-15, funded by Aid-to-Construction (ATC) fees.

The city is proposing to replace the existing Smith & Loveless Screw Conveyor which was installed in 1993 (33 years old). The current unit is well past it’s useful life and is no longer reliable for daily use. Cornerstone H20 is the only Smith & Loveless representative for this area, therefore we are requesting a sole source purchase. The budget estimate was $75,000.00 and the unit quote received was $65,747.00

Funds were approved in the 2026 CIP, #WTP-15, utilizing ATC funds.

Approved unanimously.

Consideration of a motion to award a contract to Truck Country of Indiana for the purchase of a new Autocar Yard Spotter Truck per Sourcewell cooperative purchasing contract in the amount of $135,000.00. This item to be purchased with funds approved in the FY2026 CIP Budget, items WTP-19, funded by system revenues.

The city is proposing to replace the existing 2001 Ottawa Yard Jockey Truck (25 years old) with a new unit, utilizing the Sourcewell cooperative purchasing contract (#032824-ATC). The existing yard jockey is well past its useful life and is no longer reliable for daily use. The new unit will be purchased through Truck Country of Indiana (Autocar dealer). The unit quote received was $135,000.

Funds were approved in the FY2026 CIP, WTP-19, utilizing system revenues. The purchase amount is $15,000 over the $120,000 budget amount, however, water sewer fund reserves are available to cover this amount.

Approved unanimously.
