Glennville City Officials Replace 4 Glennville Housing Authority Board Members Amid Fraud Investigation

The Glennville City Council convened for a special-called meeting Tuesday evening to address positions on the Glennville Housing Authority Board of Commissioners.

The meeting was called just days after officials received a scathing financial audit that raised concerns regarding the Housing Authority’s spending practices, lacking internal controls, and oversight of public funds – all while the Authority is under GBI investigation. TheGeorgiaVirtue published exclusive coverage on the audit, which identified more than $440,000 in questionable contractor payments and work performed at homes of employees, among other things.

The audit findings directed attention to the role of the Housing Authority’s Board of Commissioners. The GHA BOC concurred with the auditor’s findings and agreed to corrective measures, including additional reviews of questionable transactions, stronger financial controls, and efforts to recover expenditures that may be determined to be unsupported or prohibited.

Housing Authority Structure

The Glennville Housing Authority itself operates independently from the City of Glennville. The housing authority, like others in the state, has a Housing Authority Board of Commissioners, with members appointed by city officials. The Executive Director, Leslie Clinton Ellis is responsible for the day-to-day operations and implementing board policy. The ED answers to the Housing Authority Board of Commissioners.

Until last week, the Glennville Housing Authority’s Board of Commissioners included Peggy Anderson, Jimmie Nell Cain, Delores Lanier, Mickey Anderson, and Donna Blocker.

Anderson and Cain resigned after receiving a request from Glennville Mayor Bernie Weaver to step down from their positions. Weaver’s request followed the receipt of the audit by both the city and the Board of Commissioners.

Tuesday’s Meeting

Mayor Bernie Weaver called the meeting to order, indicating that there were a total of four resignations that required appointments, a decision that is in the sole authority of the mayor. Weaver then moved through the agenda items, appointing the following individuals:

  • Suzanne Dutton to fill the unexpired term of Jimmie Nell Cain which expires March 31, 2030.
  • Vicki Olsen to replace Mickey Anderson for term that expires March 31, 2028.
  • Scott Tootle to replace Peggy for the term of Peggy O. Anderson that expires March 31, 2029.
  • Tonya Norman to replace Delores Lanier for term that expires March 31, 2031.

Current GHA BOC member Donna Blocker was the only existing BOC member who was not replaced.

There was no discussion by council members. Councilwoman Tammi Waters was not present.
