On March 23, 2026, I, Sgt. K. Kelley, took a lobby report regarding the replacement of a lost vehicle tag. During my conversation with the complainant, Virginia Foley, she indicated that the vehicle tag (TUH6495) was lost and that she could not locate it. Mrs. Foley stated that she needed a report to obtain a new tag from the Tag Office.

LOST/MISLAID PROPERTYUNASSIGNED1 On November 13, 2024, Capt. Marcus Nesmith along with Capt. Rick Rountree (now retired) met with the PCR Team at the Bulloch County Sheriff's Office for inspection. During the inspection, Capt. Rountree wanted to return 5 bomb blankets. Three boxes containing bomb blankets were removed from a secured wearhouse located at the Sheriff's Office. The blankets were still wrapped in the original packaging to include outter film wrapping. The blankets were never opened and loaded onto a PCR team members truck with a fork lift. The packages were assumed to contain all 5 bomb blankets as there were three boxes, two of which were twice the size of the third smaller box. None of the packaging was opened or inspected by members of the Sheriff's Office or PCR team. Paperwork was filled out and PCR members left with the blankets. During a later inspection by the PCR Team it was believed that Bulloch County was still in possession of 2 bomb blankets even though no blankets could be located. It is believed that all 5 blankets were returned in three boxes in November 2024.

Upon speaking with the complainant, Christopher Reed, he stated that the vehicle tag (CXH2687) was lost and that he could not find it. Mr. Reed mentioned that he needed a report in order to obtain a new tag from the tag office.

On 03/23/2026 at approximately 19:16, I was advised by dispatch of a phone report in reference to a suspicious incident. The juvenile was advised to cease all communication with the subject and to block the subject on all social media platforms, as well as block the phone number from which the threatening messages were sent.

THEFT BY TAKING - MISDEMEANOR16-8-2(A) On 3/24/2026 I took a theft report from the location above.
