PART 10: GBI Provides Additional Records in Bulloch County Public Works Investigation

The Georgia Bureau of Investigation has released additional documents from the case file investigating the Bulloch County Public Works department earlier this year. Most notably absent from the file but provided Friday was the 29-page Investigative Summary.

TheGeorgiaVirtue initially requested the GBI case file on August 21, the day after the attorney for Clay Conner announced in a public meeting that the investigation was closed. The GBI denied the request, saying the case file was not yet closed.

TheGeorgiaVirtue filed the request again on August 26 and the GBI responded on September 2 with a cost estimate and an expected date of fulfillment. 

On October 3, the GBI provided the case file and an invoice, stating that the request for the complete case file had been completed and payment was due.

On October 14, after reviewing and publishing the content case file, it was apparent that documents were missing from the Open Records Request. TheGeorgiaVirtue contacted the GBI by email, requesting the outstanding records. 

After no response, TheGeorgiaVirtue requested the files again on October 22.

On October 24, additional records were provided via the GBI Open Records portal. Proof of the upload date is available in the screenshot below.

Included was the Investigation Case Summary, the ID Data Sheet, the Face Sheet, the Exhibit List, and a blank Arrest Record list.

Note that the Investigation Case Summary has a ‘Redaction Date’ of 10/24/2025 at 11:05 a.m. on the last two pages of the document, indicating that it was only provided TGV on Friday.
