A superior court judge set a bond Wednesday for the man arrested on charges of child molestation and sexual battery in February.
69-year-old Charles Richard Woods was booked into the Bulloch County Jail on February 19 for one count of Child Molestation and two counts of Sexual Battery for a person under the age of sixteen. Both charges are felony offenses.
Woods has been behind bars since his arrest, but appeared in court Wednesday for a bond and preliminary hearing alongside his appointed attorney.
Warrants Offer More Details on Charges
According to warrants taken out by the Georgia Bureau of Investigation, the charges stem from an incident which is alleged to have occurred on February 12, 2026. Agents wrote that Woods touched the buttocks and inner thigh of an individual under the age of sixteen and stated “I would like to tear that thing up.”
Under Georgia law, a person commits the act of child molestation when they commit an act “in the presence of or with any child under the age of 16 years old with the intent to arouse or satisfy the sexual desires of either the child or the person.”
The standard for Sexual Battery Against a Child Under 16 under Georgia law is intentionally making “physical contact with the intimate parts” of [a person’s] body without their consent. There are two charges, one for each ‘intimate’ part.
Bond Order
Judge Lovett Bennett Jr. set bond in the amount of $10,000 on Wednesday. Special conditions of his bond include:
- No contact with the victim, directly or indirectly
- No contact with any children under the age of 18 and who are also related to him without supervision
- No contact with children under the age of 18 if they are not related to him
He’s also barred from possessing any weapons and cannot commit any additional offenses.
As of Thursday morning, Woods was no longer listed as an inmate on the Bulloch County Jail website.
The next step is for the case to be presented to the grand jury. If the case is indicted, Woods faces:
- 5 to 20 years in prison for the Child Molestation charge
- 1 to 5 years in prison for each count of Sexual Battery Against a Person Under 16
