Camden County Raises Concerns Over Annexation by City for Development

The Camden County Board of Commissioners has issued a formal letter to the City of Kingsland expressing significant concerns regarding the proposed annexation of Sheffield Island along Harrietts Bluff Road for the development of a 750-lot subdivision.

While the County acknowledges the City’s role in planning for growth and providing services,

  • Traffic and Road Capacity: Sheffield Island Road and Harrietts Bluff Road are both two-lane roads with only one way in and out. The addition of a large subdivision would substantially increase traffic volumes, creating safety risks and congestion challenges for residents and first responders.

  • Public Safety Impacts: A development of this size would require expanded public safety services.
    Meeting this demand would place a significant financial burden on the County to provide additional
    staffing and resources.
  • Infrastructure Costs: To accommodate growth, the County has identified the need to upgrade the
    existing box culvert on Sheffield Island Road to a bridge. The cost of this project could exceed $1
    million and would strain County resources.

  • Annexation of an “Island”: While the City currently provides water services along Harrietts Bluff
    Road, the City does not intend to annex the roadway leading to the subdivision. This would create
    an annexed “island” within the unincorporated area of the County, raising governance,
    jurisdictional, and service coordination concerns.

“For these reasons, the Camden County Board of Commissioners strongly urges the City of Kingsland to
carefully reconsider this annexation proposal,” said Chairman Ben Casey.

The Board of Commissioners remains committed to working with the City of Kingsland to promote
responsible growth and collaborative solutions that protect the interests of the entire Camden County
community.
