GBI Arrests Former Ludowici City Clerk

The former city clerk for the City of Ludowici has been arrested by the Georgia Bureau of Investigation.

Tina Beecher Skipper was arrested Tuesday afternoon on felony charges, jail records indicate. Long County Jail records were updated Wednesday morning to show that Skipper was being held on Felony Theft by Taking charges.

Under Georgia law, Theft by Taking becomes a felony when the amount of property that was subject to the theft was at least $1,500.01 in value. There are enhanced penalties for Theft by Taking if the amount reaches the threshold of $5,000, again at the $25,000 mark, and for those who breach a fiduciary obligation as an officer or employee of a government or financial institution.

As of Wednesday morning, the GBI had not issued a press release on the arrest.

Skipper worked for the city for twelve years before she was terminated in November of 2025, according to city officials. In February 2024, she became the first ever city clerk for Ludowici who was classified as ‘certified,’ meaning she had completed the Clerk’s Master Education Management Development Program. At the time of her termination, city officials only commented that it was “with cause.”

Skipper is currently in the Pierce County Jail, according to records, as Long County does not have an operational jail.

Ludowici is the county seat for Long County and is home to approximately 1,802 residents.
