Narrative

On September 30th, 2026, I, Cpl. Edwards, made contact with Kimberly Skinner by phone call regarding harassment by her ex-husband, Tony Skinner. Kimberly advised that she and Tony share two children together, a 10-year-old son and a 3-year-old. They are required by court order to communicate through a court-ordered app. She advised that Tony dropped the 10-year-old off at her residence this past Friday and has been continuously messaging her through the app about her whereabouts when he dropped their son off. Kimberly advised that she has told Tony multiple times to stop contacting her about this matter and stated that if he believed the children were in danger, he should contact law enforcement rather than continue messaging her. Kimberly stated the child was home alone for less than a hour due to her being at work, and there are camera's in and outside of the residence. Kimberly stated she was in constant contact with her son until she arrived home shortly after he was dropped off. Kimberly advised that she has told Tony to stop sending all messages that are directly concerning the children. Kimberly requested a report for documentation of this due to taking Tony to court for harassment in the same manner. Nothing further at this time.

During my conversation with the complainant, Kandi Cobb, she stated that the vehicle tag (DGZ2512) was lost and she could not find it. On 10/02/2026 at approximately 0050 hours, I conducted a traffic stop on a gray Ford Ranger for failing to obey a traffic control device. During the investigation, it was determined that the driver was under the influence of alcohol. The driver was subsequently arrested for Driving Under the Influence of Alcohol.

In 2013, a new law took effect in Georgia prohibiting commercial sites from charging fees to remove inaccurate mug shots. The law also barred law enforcement agencies from releasing mug shots to sites that charge a fee. As a result of the changes, a photo may be removed in some instances.
