On October 1, 2026, I, Sgt. K. Kelley, took a lobby report regarding the replacement of a lost vehicle tag. During my conversation with the complainant, Kandi Cobb, she stated that the vehicle tag (DGZ2512) was lost and she could not find it. Mrs. Cobb mentioned that she needed a report in order to obtain a new tag from the tag office.

During my conversation with the complainant, Kyle Hadden, he reported that his vehicle tag (ZHS551) had been lost and he was unable to locate it. Mr. Hadden indicated that he needed a report in order to obtain a new tag from the tag office.

On 10/02/2026 at approximately 0050 hours, I conducted a traffic stop on a gray Ford Ranger for failing to obey a traffic control device. During the investigation, it was determined that the driver was under the influence of alcohol. The driver was subsequently arrested for Driving Under the Influence of Alcohol.

On the listed date and time I conducted a traffic stop on the listed vehicle for a move over violation. Upon further investigation it was determined that the driver also had a quantity of marijuana. The driver was arrested and transported to the Bulloch County Jail for processing where he was issued citations for the charges.

On October 3, 2026, I responded to 144 Winding Way regarding a civil matter. Mr. Devon Lohr wished to report damage caused by his previous tenants who resided at this address. Mr. Lohr stated the previous tenants had smoked marijuana in the house. Mr. Lohr also informed me that the previous tenants of the home had shot a .22 from the back porch and used 2 trees in the backyard as targets. Approximately 20 trees were also damaged, having been either cut down or hit multiple times with an axe. Mr. Lohr provided the name of Christian Wilkins as the main tenant of the home. At the time of this report, Mr. Lohr has not provided any follow-up information for Mr. Wilkins. Nothing follows.

CRIMINAL TRESPASS DAMAGE TO PROPERTY16-7-21(A) On October 3rd, 2026, at approximately 2100 hours, I spoke with Cato Hope via phone in reference to property damage that occured at a river landing on Rocky Ford Road near the Screven County line. Hope stated Christpher Harrelson damaged the front windshield and driver side tail light on her 2013 Kia sportage (GA Tag: P8146780) during a dispute. She stated Harrelson also threw and damaged her cellphone. After a brief investigation, Hope requested a report to document the incident so she could have Harrelson pay for repairs.

OBSTRUCTION OF LAW ENFORCEMENT OFFICERS -16-10-24(A) On October 4, 2026, at approximately 0309 hours, I responded to a report of a male subject going through a victim’s truck.

CRIMINAL TRESPASS DAMAGE TO PROPERTY16-7-21(A) ON OCTOBER 4, 2026 AT APPROXIMATELY 1044AM, I WAS DISPATCHED TO 501 PLEASANT POINT RD IN REFERENCE TO DAMAGE TO PROPERTY. UPON MY ARRIVAL TO THE SCENE, I MADE CONTACT WITH THE COMPLAINANT MS. JOY LANNING. MS. LANNING ADVISED THAT AT APPROXIMATELY 2330 LAST NIGHT SHE HEARD A LOUD BANG AND DISCOVERED THIS MORNING AROUND 11AM THAT THE BRICK SIGN STATING THE NAME OF THE NEIGHBORHOOD SHE LIVES IN HAD BEEN STRUCK BY A VEHICLE, CAUSING ONE OF THE SIDE COLUMNS OF THE SIGN TO COLLAPSE. I OBSERVED SEVERAL PIECES OF A VEHICLE LAYING IN THE IMMEDIATE AREA AS WELL WITH NOTHING THAT WOULD IDENTIFY THE COLOR OR MAKE OF A VEHICLE. WHEN ASKED, MS. LANNING DID NOT WANT TO MAKE A REPORT DUE TO NONE OF HER PROPERTY BEING DAMAGED BUT WANTED TO KNOW WHO WAS RESPONSIBLE FOR CLEANIG THE MESS/AREA. I ADVISED MS. LANNING THAT A REPORT WAS GOING TO BE MADE DUE TO PROPERTY BEING DAMAGED AND THAT AS FAR AS THE REPAIRS/CLEANUP IS CONCERNED THE HOA THAT COVERS THE NEIGHBORHOOD WOULD BE RESPONSIBLE FOR THE REPAIRS TO THE SIGN. A CANVAS OF THE AREA WAS MADE TO LOOK FOR ANY VEHICLES WITH FRONT END DAMAGE OR MISSING PARTS AND NO VEHICLES WERE FOUND WITH DAMAGE OR MISSING PARTS. THIS REPORT IS FOR DOCUMENTATION. THE VALUE OF THE SIGN IS UNKNOWN UNTIL CONTACT CAN BE MADE WITH A MANAGING PARTY OF THE NEIGHBORHOOD.
