A man facing charges in Bulloch County for traveling with USB drives containing “approximately 400 gigabytes of data” has been sentenced on more than two dozen counts of Sexual Exploitation of Children.
In February 2025, the Statesboro Police Department’s Criminal Investigations Bureau was notified by law enforcement in Louisiana that a wanted fugitive was at a location on Easy Street. The Louisiana law enforcement agency had been tracking Webster’s cell phone GPS coordinates. The fugitive, identified to SPD as Justin Michael Webster, was wanted for pornography involving juveniles under 13 years of age, indecent behavior with juveniles, and computer-aided solicitation of a minor.
SPD subsequently arrested Webster without incident. After obtaining a search warrant for his vehicle and his cell phone, they located multiple devices, including 17 video files and “approximately 400 gigabytes worth of data.” A cell phone was concealed in a lockbox, a SIM card, and two USB data drives.
SPD charged Webster with Computer Pornography and Sexual Exploitation of Children.
Court records indicate that a cell phone download of Webster’s phone also revealed Webster was communicating on Instagram with “people that had identified themselves as teenagers.”
In May of 2025, a Bulloch County grand jury returned a True Bill of Indictment for Webster on 28 counts of Sexual Exploitation of Children. According to the indictment, 14 of the charges stemmed from Webster’s acts of bringing the USB drives and videos into the state of Georgia while the remaining 14 charges were a result of Webster’s actual possession of the USB drives and videos.
Webster entered a plea of ‘not guilty’ at arraignment after retaining Savannah attorney John Carson.
A little more than a year later, Webster changed his plea from ‘not guilty’ to ‘guilty.’ The plea was ‘non-negotiated,’ meaning prosecutors and defense attorneys did not negotiate the terms prior to the entering of a plea. Sentencing was left up to the judge entirely.
On July 9, Judge Lovett Bennett sentenced Webster to 19 years in prison, followed by one year on probation for Count 1 and 20 years probation on the remaining 27 counts to be served concurrently. In total, Webster was sentenced to serve 19 years in prison followed by 21 years on probation. He will receive credit for time served dating back to arrest in February 2025.
In addition to his term of confinement, Webster will be required to register as a Sex Offender, submit to a sex offender evaluation, and he is banished from the Ogeechee Judicial Circuit except for travel on I-16 and I-95.

About the Louisiana Case
A cyber-tip through Attorney General Liz Murrill’s Office led the TPSO Internet Crimes Against Children (ICAC) Unit to begin investigating Webster for sending child pornography to two girls, one 11 and one 13. During the investigation, Webster left the area. TPSO tracked Webster to Statesboro. In Louisiana, Webster was, at one time, facing formal charges for Pornography Involving Juveniles Under 13, two counts each of Indecent Behavior with Juveniles and Computer-Aided Solicitation of a Minor. It is unclear if the state still intends to pursue those charges given Webster’s sentence in Georgia.
