Paulding County House and Senate Delegation Announces New Floating Homestead Exemption Referendum to Stabilize Homeowner Taxes

State Representative Martin Momtahan (R-Dallas), along with members of the Paulding County House and Senate Delegation, recently announced plans to release a referendum aimed at providing tax relief and promoting economic growth in Paulding County. This initiative introduces a floating homestead exemption, which would set a new standard for homeowner tax stability and encourage the development of quality homes.

“In times of inflationary pressure, implementing necessary tax cuts and homestead exemptions such as this proposed referendum not only provide much-needed relief to struggling households but also plays a crucial role in bolstering economic resilience and fostering long-term prosperity,” said Rep. Momtahan. “This groundbreaking referendum serves as a testament to the delegation’s commitment to continuing the fight against rising costs and record-breaking inflation, while working to maintain a strong and prosperous economy. We are committed to working closely with local stakeholders, including the Paulding County Commission and the Paulding County School Board, to diversify the local economy, create jobs and broaden the tax base, providing long-term benefits to the country.”

“Investing in our communities is paramount and the introduction of this referendum by Rep. Momtahan and the Paulding County Delegation underscores our commitment to fostering economic prosperity and easing the burden on hardworking homeowners,” said State Senator Jason Anavitarte (R-Dallas). “The proposed floating homestead exemption sets a bold precedent for tax stability, paving the way for sustainable growth and the creation of vibrant neighborhoods. We stand united in our efforts to ensure Paulding County remains a place where families thrive and businesses flourish.”

The referendum proposes setting the base taxable year for homesteaded properties to the lower of either 2020 or 2021. This measure aims to lock in a potentially lower base value for property tax calculations, which would benefit Paulding County homeowners. Additionally, the referendum introduces a cap on the annual tax increase of homesteaded properties, set at one half of the inflationary rate. This cap would be implemented with no floor, which would allow for the free fall of property values in a declining market, thus ensuring fairness and responsiveness to market conditions to the taxpayer.

Representative Martin Momtahan represents the citizens of District 17, which includes portions of Paulding County. He was elected to the House of Representatives in 2018 and currently serves as Vice Chairman of the Interstate Cooperation Committee. He also serves on the Appropriations Subcommittee on Transportation and the Energy, Utilities & Telecommunications, Motor Vehicles and Special Rules committees.
Sen. Jason Anavitarte serves as Majority Caucus Chair. He represents the 31st Senate District which includes portions of Paulding and Polk County. He may be reached via email at jason.anavitarte@senate.ga.gov
