Public Comments
Frank Davis – Addressed commissioners with a powerpoint on the subject of data centers. He expressed concerns about leaving a ‘significant amount of revenue on table.’ He asked the commissioners to consider deferring the vote on a total ban on data centers until 12/31/26 to ‘truly explore the benefits and pitfalls of data centers.’ He then presented counterpoints to data point concerns.
Consent Agenda
Commissioner Timmy Rushing made a motion to approve all agenda items collectively, seconded by Mosley. Approved 4-0.
1 – Minutes of July 7, 2026 @ 5:30 P.M
2 – Motion to Approve the purchase of a stock E-One fire engine from Fireline for $721,495
This purchase is part of the apparatus replacement plan for the Bulloch County Fire Department. This engine will be added to our fleet as a primary engine to replace an older engine which is nearing 100,000 miles and the older engine will move to a volunteer station to serve as reserve engines for our staffed stations.
3 – Approve Yearly service and support contract for Solacom Phone system
This is the yearly service and support contract from Indigital, for the 911 phone system.
4 – Motion to approve contract with First Due for fire reporting and management for $36,280.54
County administration tasked the fire department leadership to find software that could be used to organize, and manage all aspects of the fire department. First Due was found to provide the best service . BCFD began using their product officially on October 1, 2023.
5 – Motion to Approve Renewal of Catastrophic Inmate Medical Insurance
This is the renewal proposal for catastrophic inmate medical insurance for the Bulloch County Jail, effective August 1, 2026, through July 31, 2027
The proposal maintains the current coverage limits, including a $75,000 deductible per covered inmate per policy year, a maximum benefit of $500,000 per covered inmate per policy year, and a $1,000,000 aggregate policy maximum.
The renewal rate is $4.50 per covered inmate per month, representing a 2.97% increase over the current rate of $4.37. The number of covered inmates has increased from 347 to 360, resulting in a total annual premium of $19,440.
Approval to renew the catastrophic inmate medical insurance, with the terms shown on the attached proposal, is recommended.
6 -Motion to approve the data sharing authorization agreement with Cigna for Stop-Loss reporting
Bulloch County previously utilized Cigna for claims administration services under the County’s self-funded health plan. Although the contract with Cigna ended on June 30, 2026, certain stop-loss reporting remains necessary to address prior Cigna-administered claims and related run-out activity.
To facilitate this, Cigna has requested the execution of a Data Sharing Authorization Agreement. This agreement authorizes the release of the County’s standard third-party stop-loss reporting package to the prior stop-loss carrier (or their designated representative) for stop-loss administration purposes.
The proposed agreement updates prior confidentiality and data-sharing language to reflect the recent acquisition of the prior stop-loss carrier, Stealth Partner Group, by Amwins. The attached agreement has been reviewed and approved by the County Attorney. Approval is recommended.
7 – Approve the purchase of roof replacement services from Chandler Roofing in the amount of $17,950 for the GA Audits Building
This request is related to roof damage caused by Hurricane Helene. The funds being used are from insurance proceeds and hurricane relief assistance designated to address the necessary repairs.

9 – Approve a Resolution Authorizing Acceptance of Roads in Burkfield Subdivision
The developer has requested that the County accept dedication of and title to the roads in Burkfield Subdivision. As indicated by the attached memo from County Engineer Ron Nelson, the County Engineering Office inspected these roads and determined that they comply with all County requirements. Approval of the attached resolution will implement acceptance of these roads and authorize Chairman Bennett to accept a deed for these roads on behalf of the County.
10 – Approve a Resolution Authorizing Acceptance of Roads in The Enclave Subdivision
The developer has requested that the County accept dedication of and title to the roads in The Enclave Subdivision. As indicated by the attached memo from County Engineer Ron Nelson, the County Engineering Office inspected these roads and determined that they comply with all County requirements. Approval of the attached resolution will implement acceptance of these roads and authorize Chairman Bennett to accept a deed for these roads on behalf of the County.

The developer has requested that the County accept dedication of and title to the roads in Evelyn Oaks Subdivision. As indicated by the attached memo from County Engineer Ron Nelson, the County Engineering Office inspected these roads and determined that they comply with all County requirements. Approval of the attached resolution will implement acceptance of these roads and authorize Chairman Bennett to accept a deed for these roads on behalf of the County.
12 – Approve a Resolution Authorizing Acceptance of Roads in Latitude 32 Subdivision
The developer has requested that the County accept dedication of and title to the roads in Latitude 32 Subdivision. As indicated by the attached memo from County Engineer Ron Nelson, the County Engineering Office inspected these roads and determined that they comply with all County requirements. Approval of the attached resolution will implement acceptance of these roads and authorize Chairman Bennett to accept a deed for these roads on behalf of the County.
13 – Approve a Resolution to Approve and Adopt a Records Management Plan Pursuant to OCGA 50-18-99
O.C.G.A. Section 50-18-99 requires local governments to approve a records management plan, including a records retention schedule. As part of a grant application process, Bulloch County has been asked to provide documentation that it has complied with O.C.G.A. Section 50-18-99. While Bulloch County has always followed the local government records retention schedule approved by the State Records Committee, the presented resolution will formalize that plan by adopting and approving that retention schedule by reference. Approval is recommended.
New Business
1 – Approve First Amendment to Water and Sewer Service Agreement with Bryan County
On June 27, 2024, Bulloch County entered into an agreement with Bryan County which allowed Bulloch County to purchase 0.25 million gallons per day or “MGD” of domestic strength sewer capacity from Bryan County’s wastewater reclamation facility or “WRF.” The purchase had to be consummated no later than 6 months after the WRF being place into operation and in conjunction with the payment of capital recovery fees for Bryan County’s construction of a sewer conveyance system to a sewer deliver point on the Bryan/Bulloch county line.
The WRF was placed into operation on or about February 2, 2026, meaning that, under the original agreement, Bulloch County would have to complete the purchase on or before August 2, 2026. The amendment extends the deadline to complete the purchase to 12 months from the WRF being placed into operation, and it also allows Bulloch County to initially purchase only the sewer capacity and make payment for the sewer conveyance system at a later date based on a schedule to be mutually agreed upon by the parties.
The original agreement also provides that Bryan County will be responsible for routine operation and maintenance of the Bulloch County wells and water system for a period of 5 years, but the original agreement does not address the cost of repairing water main breaks or other damage to the Bulloch water system. The amendment clarifies that Bulloch County is responsible for the cost of repairing any water main breaks or damage not caused by Bryan County. Approval of the amendment is recommended by staff.
