Bulloch County Board of Commissioners announce that Public Safety Director Randy Tillman will serve as the interim county manager as the county begins the search for a permanent manager.
Tillman has been the Director of Public Safety for Bulloch County since the retirement of former Director Ted Wynn in January 2024. Tillman oversees the leaders of the Bulloch County Fire Department, Correctional Institution, Adult Probation, Animal Services, E911, Emergency Medical Service, and Emergency Management Agency.
Prior to the Public Safety Director appointment, he served as Warden of the Bulloch County Correctional Facility from August 2018 to February 2024. Prior to that position, he served as the Warden at the US Marshals facility in Lovejoy, Georgia after retiring from the Georgia Department of Corrections as Prison Division Director with 30 years of service in 2014. He is a graduate of Thomas University in Thomasville, Ga.
Tillman begins serving as interim manager following the departure of long-time county manager Tom Couch in November. He succeeds Assistant County Manager Cindy Steinmann, who served in the interim position from December through April 9.
